"Tuona il ciel" is an aria from the oratorio La Giuditta by Benedetto Marcello. While the author of the libretto is largely considered anonymous, English Wikipedia names Benedetto Marcello as the author of the libretto as well as the music.[2] The piece premiered in 1710.[1].
